Abstract

The paper presents a systematic review of the literature about the category of government fact on public contracts theory based on the criterion of autonomy. Four levels of autonomy were identified and the paper highlights those authors who totally abandoned the traditional categories. It presents the conclusion that, despite the author’s approach, the concept of government fact is relevant to the analysis of the legal regime of government contracts and points to the need of theoretical deepening and scientific debate
