Abstract

This paper aims to analyze the content and the modifications caused by the municipal complementary law 101, from 2009 - which in a pioneer way aproved and implemented the Joint Urban Operation for the Port Region of Rio de Janeiro - in an attempt to verify if the municipal government of Rio de Janeiro and the city council are following the rules of Statute of the City, federal law 10.257/01 and also evaluate the related consequences. After a short introduction comes the succint study of the legal framework in order to give a general picture to the reader. Then follows the analysis of the mentioned municipal law and related legislation, whose determinations will be compared to those from the Statute of the City.
