Forms and functions of brazilian public cultural policies: a reflection from the publicization model of the Fábricas De Cultura Program

The article proposes a reflection about models of cultural public policies historically adopted by the managers of the Brasilian State, with special focus on the publicity model applied to the Factories of Culture Program. From a qualitative methodology, with a documentary bias, reflects on the events of the strike of artist-educators and occupation of apprentices of the Program, in 2016, proposing an analysis on the relationship between the modes condut of this crisis bythe manager at the time and the social discourses intrinsic to it, in the light of the basic principles of public administration.
