This article contributes to the literature on inequalities ofeducationalopportunities by separating the determinants in circumstances and ef-forts, focusing on the ability of managers and schools to act. The resultsshow that between 10% and 15% of grade inequality can be influencedby educational central administration, but not by school principals. Themethodology also allows us to estimate to what extent circumstances af-fect inequality through its interaction with managers’ efforts. The resultsshow that between 10% and 23% of inequality can be influenced by edu-cational policies. These results suggest that managers may attenuate theeffects of circumstances on an inequality.
