Abstract

This paper aims to investigate the new directions of the Brazilian Administrative Law, especially regarding the control of Public Administration in the formation of consensus upon decisionmaking, with gaze riveted towards the importance of understanding the passage from a vicious relationship of supremacy to a valorous relationship of wariness that sets the current evolutionary stage of society´s interactions with the State for the implementation of the constitutional fundament of citizenship as well as the admittance of the popular sovereignty principle. After a brief historical foreshortening on the reforms of the State, the main theme will be analyzed from the proposition of a Public Administration model that fits the demands of today´s hypercomplex modern society, fomenting the discussion regarding the archetype capable of propitiating an efficient management, based on governance and democratic participation in decision-making mechanisms, from the logic of consensus’ standpoint
