Abstract

The search for the public office in Brazil is growing and the profile of the newcomers is considerably homogeneous, according to Castelar, Veloso, Ferreira and Soares (2010). Concerning the reasons for admission, Albrecht and Krawulsky (2011) show that the main ones are tenure, remuneration and career. These factors signal the existence of an increasingly solid and profitable industry, often seen as the main cause of the attraction to the public service of professionals who lack an adequate profile and do not demonstrate a public ethos. To what extent do the characteristics of the current prevailing recruitment and selection model in the public sector foster this industry? The aim of this theoretical essay is to analyze public tender failures that encourage the industry, highlighting the following: the standardized recruitment and calling of candidates model, the incomplete and superficial selection process, failures in the probationary period and the lack of an effective monitoring of the entrants.
