Abstract

In the current institutional political context in Brazil, the prominence of virtual space as the main route of popular participation, coupled with the rampant fake news that take over social media, generates apprehension, considering the parallel weakening of effective instruments of popular participation, such as can be seen in the broadcast of news involving possible extinction of the Participatory Councils of Ministries.  The new reality in which Brazilian politics and society is submerged brings with it concerns about the maintenance and improvement of the Democratic Rule of Law, given the uncertainties and risks of the media and social networks as the new “agora”, as well as the confusion of the contents posted in such places with public opinion. In view of the present problem, the present work will seek to understand and investigate the relations between popular participation and democracy in the present Brazilian situation, proposing possible solutions so that the fragile situation, still in its initial stage, does not progress to threats to the Democratic State of Law, brought about by supposed atrophy of popular participation in the political sphere.
