The finding of extensive oil reserves in the pre-salt area provides a historic opportunityfor Brazil to overcome social and economic bottlenecks hamperingits development. However, when we analyze the situation of the oil industrysupplying contractors we see that it is not prepared to face the pre-salt challengesas regards both production capacity and innovative qualification. It is essentialthat the government take a more active policy stance by imposing local contentrequirements on oil companies. Enhancing vertical articulation – mainly ofsmall and mid-sized companies taking part in the pre-salt chain – developingscientific knowledge bases on deep sea, and promoting basic engineeringcompanies are essential for overcoming pre-salt challenges.Downloads
