Eichmann , the Institutional Racism and Public Policy: reflections on the PIMESP and other policies

The article discusses what would prevent policy makers and public managers from perceiving the not democratic aspect and violence embedded in some public policy proposals focused to black social group. Taking as a starting point reflecting on the Inclusion Program with Merit in Public Higher Education of Sao Paulo (PIMESP) and making use of concepts such as the banality of evil, privilege of whiteness and institutional racism, demonstrates how actions in the public and private spheres, by ignoring the principles of ethics (do not treat human beings as things) and democratic values (ensure the participation of all social groups in decision-making spheres), maintain the hierarchies that hinder social mobility of blacks and perpetuate discrimination against them. Concludes that one of the most important goals of democratic management should be fight against institutional racism and against the reification of human beings in the name of meritocracy, productivism and "efficiency."Downloads
