The Statute of Metropolises in the Metropolitan Region of Natal: an analysis from the Local Immersion Forums

Abstract

Initiatives to consolidate an institutional arrangement in the context of the implementation of the Metropolis Statute (EM) have had little effect since the creation of the Metropolitan Region of Natal (RMN). Thus, the present study investigates the institutional changes that the Local Immersion Forum, developed by the Observatory of the Metropolises (OM) Research Network - Núcleo Natal, promoted by enabling the debate on the theme. The purpose of the article is to analyze how the Local Immersion Forum contributed to the debate about metropolitan management in the NMR and to the configuration of its institutional arrangement based on the EM. Methodologically, the results of the four immersion forums in municipalities in the Metropolitan Region were analyzed, with the presence of public managers and representatives of civil society. The results of the study demonstrate that the performance of OM Núcleo Natal reflected positively on government performance. At first, the institution of Pluriannual Plans (PPA’s) with metropolitan actions by municipalities in the RMN is the result of a joint effort with the municipality of Natal, in view of the lack of coordination by the state government. Subsequently, with the holding of the Local Immersion Forums and articulation with the elected government in 2018, the realization of activities with the metropolitan agenda is noticed, such as a new reactivation of the Metropolitan Development Council of Natal (CDMN) and events to debate the theme.
