Abstract

This paper analyzes the relationship of the municipal governmentwith categories of workers that are designed by segments of residentsclaiming local belonging as external to the local society (“migrants”, “outsiders”etc..). From the focus on two cities, whose economic and social dynamicsare associated with agribusiness, the article examines how the presenceof these workers becomes a public issue and an object of managementby the municipal administration. The perception that these workers constitutea security threat and the measures to control their presence in the territoriesare examples of issues examined. Thus, the paper demonstrates howthe actions of the government in these contexts contribute to building socialand spatial segregation between different social groups in the municipalities.
