Tourism in debate: political proposes of the candidates Lula da Silva, Bolsonaro, Ciro Gomes and Simone Tebet for the next Brazilian federal administration 2023-2027

Abstract

With the arrival of the elections in Brazil in 2022, the candidates who will the future head of the federal executive branch, made available their government plans. These proposals, within the public policy cycle, are known as agenda setting and are in its formulation phase. These propositions have a political-ideological contingent, characterized by the political expressions of the candidate, his political group and his political party. Among the axes to be addressed is tourism. This paper proposes to analyze, through parameters, the formulations of the tourism proposals of four candidates: Lula da Silva, Bolsonaro, Ciro Gomes and Simone Tebet, who together have almost all of the valid votes, according to the opinion polls. It was found that, except for the candidate Ciro Gomes, all of them deal directly with tourism in their respective plans, however, in a different way. With an economistic bias, there is an acceptance of tourism as an economic facilitator, however, in terms of decentralizing governance and democratizing decision-making, there is a different approach between them, being even contradictory, if compared among the candidates. It is hoped that, in this way, the creation of a contribution with a view to the existing dialogue within and outside the academic environment, so that a critical reading of the proposals can be made, because with the victory of these candidates, their respective proposals will provide the basis for the political and programmatic institutionalization of the new Brazilian national tourism policy, to be formulated from the year 2023.
